{"id":10311,"date":"2026-08-21T06:00:00","date_gmt":"2026-08-20T21:00:00","guid":{"rendered":"https:\/\/inpsjapan.com\/en\/?p=10311"},"modified":"2026-08-21T13:01:25","modified_gmt":"2026-08-21T04:01:25","slug":"your-anti-disinformation-safety-chain-for-danger-season","status":"publish","type":"post","link":"https:\/\/inpsjapan.com\/en\/sdgs-2\/your-anti-disinformation-safety-chain-for-danger-season\/","title":{"rendered":"Your Anti-Disinformation Safety Chain for Danger Season"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Rome (INPS Japan\/<a href=\"https:\/\/www.citiplat.org\/\">CitiPlat<\/a>) \u2013\u00a0<\/strong>We\u2019re now officially in <a href=\"https:\/\/dangerseason.ucs.org\/\" target=\"_blank\" rel=\"noreferrer noopener\"><u>Danger Season 2026<\/u><\/a>\u2014the period between May and October when North America experiences its worst climate impacts\u2014and we should expect disinformation to ramp up on social media and other platforms. It\u2019s the time when maintaining what I call the \u201csafety chain\u201d matters most. When this chain is strong, we have what we need to understand the extreme weather and disasters worsened by climate change that may be coming our way, be ready for them, and recover from them as quickly and humanely as possible.\uff5c<a href=\"https:\/\/inpsjapan.com\/news\/your-anti-disinformation-safety-chain-for-danger-season\/\">JAPANESE<\/a>\uff5c<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unfortunately, there\u2019s not a link in this chain the Trump administration, and particularly the Director of the Office of Management and Budget <a target=\"_blank\" href=\"https:\/\/blog.ucs.org\/carlos-martinez\/documents-show-real-reason-why-the-white-house-wants-to-break-up-ncar\/\" rel=\"noreferrer noopener\"><u>Russell Vought<\/u><\/a>, hasn\u2019t <a target=\"_blank\" href=\"https:\/\/www.ucs.org\/resources\/attacks-on-science\" rel=\"noreferrer noopener\"><u>weakened<\/u><\/a> by cutting funding, firing scientists, refusing oversight, evading accountability, and spreading outright disinformation. When climate change impacts collide with an anti-science administration whose policies are hurting us economically, Danger Season is <a target=\"_blank\" href=\"https:\/\/blog.ucs.org\/erika-spanger-siegfried\/danger-season-is-here-again-with-triple-the-danger-for-2026\/\" rel=\"noreferrer noopener\"><u>triply dangerous<\/u><\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What is the \u201csafety chain?\u201d<\/strong><\/h2>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"674\" height=\"296\" src=\"https:\/\/inpsjapan.com\/en\/wp-content\/uploads\/2026\/08\/CitiPlat.jpeg\" alt=\"CitiPlat\" class=\"wp-image-10282\" style=\"width:408px;height:auto\" srcset=\"https:\/\/inpsjapan.com\/en\/wp-content\/uploads\/2026\/08\/CitiPlat.jpeg 674w, https:\/\/inpsjapan.com\/en\/wp-content\/uploads\/2026\/08\/CitiPlat-300x132.jpeg 300w, https:\/\/inpsjapan.com\/en\/wp-content\/uploads\/2026\/08\/CitiPlat-150x66.jpeg 150w\" sizes=\"auto, (max-width: 674px) 100vw, 674px\" \/><figcaption class=\"wp-element-caption\">CitiPlat<\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">The \u201csafety chain\u201d is the term I use for the series of links that protect us during Danger Season and climate change-worsened disasters. It\u2019s made up of accurate data that give us clear, easy to understand weather forecasts that, when delivered by trusted communicators, increase public understanding so that individuals and communities prepare effectively and\u2014if needed\u2014 respond and recover well.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Who\u2019s breaking the safety chain?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Trump administration has stopped gathering data and supporting research crucial to understanding <a target=\"_blank\" href=\"https:\/\/www.technologyreview.com\/2025\/06\/02\/1117653\/the-trump-administration-has-shut-down-more-than-100-climate-studies\/\" rel=\"noreferrer noopener\"><u>our climate system<\/u><\/a>. This assault on federal climate research in turn <a target=\"_blank\" href=\"https:\/\/blog.ucs.org\/carlos-martinez\/what-americans-lose-if-their-national-center-for-atmospheric-research-is-dismantled\/\" rel=\"noreferrer noopener\"><u>undermines weather forecasting<\/u><\/a>. And that is further compounded by an administration that is actively spreading <a target=\"_blank\" href=\"https:\/\/blog.ucs.org\/carlos-martinez\/documents-show-real-reason-why-the-white-house-wants-to-break-up-ncar\/\" rel=\"noreferrer noopener\"><u>disinformation<\/u><\/a> about <a target=\"_blank\" href=\"https:\/\/blog.ucs.org\/rachel-cleetus\/what-a-recent-court-win-reveals-about-the-trump-administrations-unlawful-attacks-on-climate-science\/\" rel=\"noreferrer noopener\"><u>climate science<\/u><\/a>, echoing long-standing <a target=\"_blank\" href=\"https:\/\/blog.ucs.org\/carlos-martinez\/trump-admin-uses-fossil-fuel-industry-deception-tactics-to-undermine-climate-science\/\" rel=\"noreferrer noopener\"><u>talking points of the fossil fuel industry<\/u><\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Trump himself in his previous administration refused to correct an error he made in a hurricane forecast and forced his administration to cover for him during \u201c<a target=\"_blank\" href=\"https:\/\/blog.ucs.org\/andrew-rosenberg\/sharpiegate-in-context-of-attacks-on-science\/\" rel=\"noreferrer noopener\"><u>SharpieGate<\/u><\/a>.\u201d Lying about the path of a hurricane weakens the ability of science communicators, including meteorologists, to inform the public.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, it\u2019s been a 15 month long roller-coaster ride for the Federal Emergency Management Agency (FEMA) under the Trump administration. The agency has undergone loss of qualified leadership which was replaced by unqualified leadership, leading to a brain drain and raising questions about the agency\u2019s readiness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Trump has <a target=\"_blank\" href=\"https:\/\/andrewrumbach.com\/viz\/fema-dashboard.html\" rel=\"noreferrer noopener\"><u>delayed and denied disaster assistance<\/u><\/a> for blue states and attempted to cancel initiatives within FEMA that would support local preparation, such as the Building Resilient Infrastructure and Communities or <a target=\"_blank\" href=\"https:\/\/blog.ucs.org\/shana-udvardy\/a-hopeful-sign-for-femas-flagship-disaster-preparedness-program\/\" rel=\"noreferrer noopener\"><u>BRIC program<\/u><\/a>. But after <a target=\"_blank\" href=\"https:\/\/ago.vermont.gov\/blog\/2026\/03\/06\/attorney-general-clark-and-coalition-secure-court-order-requiring-trump-administration-restore\" rel=\"noreferrer noopener\"><u>two federal court orders<\/u><\/a>, the Department of Homeland Security (DHS) finally <a target=\"_blank\" href=\"https:\/\/grants.gov\/search-results-detail\/361620\" rel=\"noreferrer noopener\"><u>issued a notice of funding for $1billion<\/u><\/a> of the <a target=\"_blank\" href=\"https:\/\/www.congress.gov\/crs_external_products\/IN\/PDF\/IN12609\/IN12609.9.pdf\" rel=\"noreferrer noopener\"><u>$4.6 billion available<\/u><\/a> appropriated by the Infrastructure Investment and Jobs Act and from <a target=\"_blank\" href=\"https:\/\/blog.ucs.org\/shana-udvardy\/what-is-femas-disaster-relief-fund-what-you-should-know-why-costs-keep-rising-and-what-we-can-do-about-it\/\" rel=\"noreferrer noopener\"><u>FEMA\u2019s Disaster Relief Fund<\/u><\/a> (DRF) set-aside.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">FEMA\u2019s disaster response funds were dangerously low even before Danger Season had begun and got a sorely needed boost once Congress ended the DHS shutdown. Even with a slightly milder than average Atlantic hurricane season expected, the DRF will most likely need Congress to provide supplemental appropriations mid-season.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, former acting FEMA administrator Cameron Hamilton, who lacks the qualifications required under law and has <a target=\"_blank\" href=\"https:\/\/www.wnycstudios.org\/podcasts\/otm\/articles\/episode-4-of-american-emergency-the-movement-to-kill-fema\" rel=\"noreferrer noopener\"><u>admitted to sharing misinformation<\/u><\/a> about the agency on social media, is <a target=\"_blank\" href=\"https:\/\/www.ucs.org\/about\/news\/cameron-hamilton-nominated-permanent-fema-administrator-year-after-being-fired\" rel=\"noreferrer noopener\"><u>now back\u202fas a\u202fnominee<\/u><\/a>\u202fto lead the critical\u202fagency.\u202f<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Given Trump administration actions that have depleted federal emergency management with thousands of\u202fjob cuts, unstable leadership, and resource reductions, FEMA is less prepared to confront more frequent and intense extreme weather and climate change-fueled disasters.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>How does disinformation break the safety chain?<\/strong><\/h2>\n\n\n\n<figure class=\"wp-block-image alignwide size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/inpsjapan.com\/en\/wp-content\/uploads\/2026\/08\/ASCLIM1-1024x768.jpe\" alt=\"As climate change intensifies wildfires, heat waves, hurricanes, floods, and other disasters, a strong \u201csafety chain\u201d linking accurate data, trusted information, preparedness, and effective response is essential. Disinformation and the weakening of public institutions can break that chain and make disasters even more dangerous.\u3000Image: INPS Japan<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">During climate change-worsened weather disasters, fossil fuel companies, aligned political actors, and affiliated media and advocacy networks have repeatedly <a target=\"_blank\" href=\"https:\/\/caad.info\/wp-content\/uploads\/2024\/11\/CAAD-Pre-COP-Report-2024.pdf\" rel=\"noreferrer noopener\"><u>spread or amplified disinformation<\/u><\/a> that <a target=\"_blank\" href=\"https:\/\/www.ipie.info\/research\/sr2025-1\" rel=\"noreferrer noopener\"><u>undermines public understanding<\/u><\/a>, trust in institutions, and support for climate and disaster-response measures. These disinforming claims tend to fall into five main categories:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Cause distortion.<\/strong> A social media post that falsely attributes wildfire to arson, for example, breaks the links between accurate data, forecasting, and understanding. People may under- or over-react to risk.<\/li>\n\n\n\n<li><strong>Blame distortion.<\/strong> When we don\u2019t see the role climate change plays in worsening weather disasters, we don\u2019t hold the principle corporate drivers of climate change, such as the <a href=\"https:\/\/www.ucs.org\/resources\/decades-deceit\" target=\"_blank\" rel=\"noreferrer noopener\"><u>fossil fuel industry<\/u><\/a>, accountable. We blame the wrong actors and don\u2019t adequately address the root causes of the problem.<\/li>\n\n\n\n<li><strong>Trust attacks.<\/strong> Claims that government agencies or officials \u201cdon\u2019t know what they\u2019re talking about\u201d or \u201cdon\u2019t care about us\u201d break the communication that builds trust and leads to effective preparation. People may ignore warnings or delay action, for example by refusing to evacuate ahead of a hurricane. At the same time, the Trump administration is making it harder to know what government actions or motivations are likely to be.<\/li>\n\n\n\n<li><strong>False safety signals<\/strong>, on the other hand, break the chain between understanding, preparation, and response. People may delay evacuation or miss the opportunity to take other needed precautions because they\u2019re getting signals, either from authorities or media, that there is no emergency. It\u2019s important to note that this doesn\u2019t have to be disinformation or other propaganda. For example, showing pictures of people <a href=\"https:\/\/www.thesun.ie\/news\/17010421\/weather-ireland-heatwave-record-met-eireann-forecast-summer\/\" target=\"_blank\" rel=\"noreferrer noopener\"><u>enjoying beach time<\/u><\/a> can send a false safety signal during a dangerous heat wave.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.elgaronline.com\/edcollchap\/book\/9781035326488\/chapter30.xml\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><u>Narrative hijacking<\/u><\/strong><\/a> happens when bad actors deliberately entangle disaster warnings, preparedness, or response with harmful messaging on hot-button issues such as elections or immigration. Targeted people may avoid shelters, services, or official channels of communication.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What can you do?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">First, borrow from the <a target=\"_blank\" href=\"https:\/\/absn.northeastern.edu\/blog\/the-history-of-the-hippocratic-oath\/\" rel=\"noreferrer noopener\"><u>Hippocratic Oath<\/u><\/a>, and do no harm. Check your sources, especially before you share something on social media. A <a target=\"_blank\" href=\"https:\/\/www.rand.org\/research\/projects\/truth-decay\/fighting-disinformation\/search.html\" rel=\"noreferrer noopener\"><u>host of tools<\/u><\/a> are available to help you conduct a search, <a target=\"_blank\" href=\"https:\/\/www.exifdata.com\/\" rel=\"noreferrer noopener\"><u>check timestamps<\/u><\/a>, and generally trace information to its source. The <a target=\"_blank\" href=\"http:\/\/www.caad.info\/\" rel=\"noreferrer noopener\"><u>Climate Action Against Disinformation<\/u><\/a> (CAAD) coalition releases briefs and data monitors showing trends in climate and weather disinformation campaigns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Secondly, keep good information sources like the <a target=\"_blank\" href=\"https:\/\/www.weather.gov\/\" rel=\"noreferrer noopener\"><u>National Weather Service<\/u><\/a> and local emergency response agencies on hand. For understanding science-based connections between climate change and extreme weather, keep an eye on UCS\u2019s <a target=\"_blank\" href=\"https:\/\/blog.ucs.org\/series\/danger-season\/\" rel=\"noreferrer noopener\"><u>Danger Season<\/u><\/a> content and on the great work of our partner organization <a target=\"_blank\" href=\"https:\/\/www.climatecentral.org\/\" rel=\"noreferrer noopener\"><u>Climate Central<\/u><\/a>. Share good sources when you can; when good information is absent, disinformation will fill the void.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Third, pay attention to the intersection of extreme weather, disasters, and hot-button issues. Watch out if you see distortions and attacks come into play.
