UN 2:0\u201d a Common Agenda the blueprint for a future that is better, greener, and safer\u2014and I would humbly add, \u201cbluer\u201d.\u00a0<a href=\"http:\/\/by%20josaia%20voreqe%20bainimarama%20%20fiji%20islands%20prime%20minister%20josaia%20voreqe%20bainimarama%20is%20the%20current%20chair%20of%20the%2018-member%20pacific%20islands%20forum.%20addressing%20the%20un%20general%20assembly%20virtually%20on%20september%2025,%20he%20called%20on%20the%20global%20community%20to%20embrace%20fiji's%20vision%20of%20a%20better,%20greener,%20bluer%20and%20safer%20future%20for%20humanity.%20%20suva%20(idn)%20%E2%80%94%20the%20united%20nations%20report%20to%20the%20un%20general%20assembly%20this%20year%20is%20titled%20%E2%80%9Cour%20multilateral%20challenges:%20un%202:0%E2%80%9D%20a%20common%20agenda%20the%20blueprint%20for%20a%20future%20that%20is%20better,%20greener,%20and%20safer%E2%80%94and%20i%20would%20humbly%20add,%20%E2%80%9Cbluer%E2%80%9D.%20(p17)%20japanese%20text%20version%20pdf%20%7C%20spanish%20%7C%20thai%20%20we%20want%20that%20future%20for%20fiji.%20we%20want%20islands%20inhabited%20by%20citizens%20who%20stand%20with%20nature%20and%20not%20against%20it.%20we%20want%20sustainable%20economic%20growth%20that%20is%20powered%20by%20clean%20energy%20and%20protected%20from%20the%20impacts%20of%20climate%20change.%20%20we%20want%20robust%20and%20resilient%20health%20systems,%20and%20we%20want%20good%20jobs%20and%20income%20supported%20by%20a%20green%20and%20blue%20economy.%20to%20succeed,%20our%20vision%20must%20become%20the%20vision%20of%20humanity,%20because%20our%20fate%20is%20the%20world%E2%80%99s%20fate.%20%20the%20world%E2%80%99s%20present%20course%20leads%20nowhere%20near%20the%20future%20we%20want%20for%20ourselves.%20a%20deadly%20pathogen%20is%20burning%20through%20humanity%20like%20a%20bushfire%E2%80%94and%20inequity%20is%20fanning%20the%20flames.%20this%20year%20alone,%20climate-driven%20floods,%20heatwaves,%20fires,%20and%20cyclones%20have%20killed%20hundreds%20and%20inflicted%20unsustainable%20economic%20damage.%20we%20humans%20are%20the%20cause,%20but%20we%20are%20refusing%20to%20become%20the%20solution.%20%20the%20un%20secretary%20general%E2%80%99s%20recommendations%20in%20%E2%80%9Cour%20common%20agenda%E2%80%9D%20are%20spot%20on.%20we%20must%20meet%20this%20moment%20with%20a%20new%20un%E2%80%94a%20new%20energy,%20new%20resources,%20and%20new%20bonds%20of%20trust%20with%20the%20people%20this%20institution%20serves.%20%20a%20new%20un%20that%20empowers%20those%20on%20the%20margins%20of%20society%E2%80%94particularly%20women%20and%20girls%E2%80%94and%20brings%20them%20into%20the%20centre%20of%20global%20decision-making.%20%20in%20the%20past%20year,%20it%20has%20become%20clearer%20that%20we%20face%20two%20pandemics%20%E2%80%94one%20that%20is%20ending%20for%20the%20wealthy%20nations%20and%20one%20that%20is%20worsening%20across%20much%20of%20the%20developing%20world.%20that%20widening%20chasm%20can%20be%20measured%20in%20lives%20lost%20and%20in%20years%20of%20economic%20progress%20undone.%20%20across%20the%20global%20south,%20what%20the%20world%20once%20branded%20as%20%E2%80%9Csustainable%20development%E2%80%9D%20is%20unravelling%20before%20our%20eyes.%20hundreds%20of%20millions%20of%20jobs%20have%20been%20lost,%20hundreds%20of%20millions%20of%20people%20cannot%20access%20adequate%20food,%20and%20an%20entire%20generation%20has%20had%20their%20education%20disrupted.%20the%20wounds%20of%20this%20crisis%20will%20cripple%20us%20for%20years%20if%20left%20untreated.%20%20fiji%E2%80%99s%20experience%20shows%20how%20an%20equitable%20recovery%20can%20begin.%20it%20starts%20by%20getting%20jabs%20in%20arms,%20fast.%20after%20one%20full%20year%20with%20zero%20local%20covid%20cases,%20the%20insidious%20delta%20variant%20crept%20into%20our%20country%20and%20sparked%20a%20deadly%20second%20outbreak.%20after%20a%20slow%20start%20while%20we%20scrambled%20to%20acquire%20enough%20vaccines,%20we%20are%20winning%20the%20battle.%20%20over%2098%25%20of%20adults%20across%20our%20110%20populated%20islands%20have%20one%20jab%20of%20the%20vaccine,%20and%20more%20than%2067%25%20are%20fully%20vaccinated.%20we%20thank%20india,%20australia,%20new%20zealand%20and%20the%20united%20states%20for%20helping%20us%20secure%20the%20doses%20we%20needed.%20%20our%20mission%20now%20is%20to%20recover%20the%20more%20than%20100,000%20jobs%20lost%20to%20the%20pandemic%20and%20to%20recoup%20a%2050%25%20loss%20in%20government%20revenues.%20soon,%20fiji%20will%20reopen%20to%20tourism%20and%20to%20regional%20and%20international%20business.%20we%20will%20look%20to%20accelerate%20investment%20trends,%20like%20increased%20digitization,%20that%20will%20modernize%20our%20economy%20and%20help%20it%20recover.%20%20but%20fiji%E2%80%99s%20victory%20over%20the%20virus%20will%20be%20short-lived%20unless%20the%20global%20community%20can%20accelerate%20vaccinations%20everywhere.%20it%20is%20appalling%20that%20wealthier%20countries%20are%20already%20considering%20third%20doses%20or%20boosters%20for%20their%20citizens%20while%20millions%20of%20people%E2%80%94including%20frontline%20healthcare%20workers%E2%80%94in%20the%20developing%20world%20cannot%20access%20a%20single%20dose.%20globally,%20thousands%20of%20lives%20are%20still%20being%20lost%20every%20day%20to%20the%20virus.%20the%20majority%20represent%20our%20collective%20failure%20to%20make%20vaccines%20available%20to%20developing%20countries.%20%20vaccine%20nationalism%20must%20end.%20the%20g7,%20g20,%20and%20multilateral%20financial%20institutions%20have%20failed%20to%20stop%20it.%20only%20the%20un%20can%20fill%20this%20void%20of%20leadership.%20i%20join%20other%20leaders%20in%20calling%20on%20the%20un%20to%20convene%20an%20urgent%20special%20meeting%20of%20leaders%20to%20agree%20to%20a%20time%20bound,%20costed,%20and%20detailed%20plan%20for%20the%20full%20vaccination%20of%20developing%20countries.%20%20vaccine%20inequity%20is%20a%20symptom%20of%20a%20much%20larger%20injustice,%20one%20that%20is%20inherent%20to%20the%20international%20economic%20system.%20this%20injustice%20is%20the%20unequal%20distribution%20of%20finance,%20or%20access%20to%20finance,%20that%20can%20fuel%20a%20recovery.%20%20while%20wealthy%20nations%20have%20propped%20up%20their%20economies%20by%20printing%20and%20investing%20trillions%20at%20near%20zero%20interest%20rates,%20developing%20nation%E2%80%94particularly%20small%20states%E2%80%94have%20had%20to%20borrow%20at%20punitive%20rates%20to%20simply%20keep%20our%20people%20alive,%20fed,%20and%20healthy.%20%20through%20the%20pandemic,%20my%20government%20rolled%20out%20the%20largest%20cash%20transfer%20program%20in%20our%20history%E2%80%94providing%20hundreds%20of%20millions%20of%20dollars%20in%20unemployment%20benefits%20to%20nearly%20one-third%20of%20fiji%E2%80%99s%20adult%20population.%20we%20even%20expanded%20some%20of%20our%20social%20protection%20programs,%20including%20pensions%20for%20the%20elderly,%20and%20financial%20support%20for%20the%20differently%20abled%20and%20other%20vulnerable%20communities.%20%20the%20alternative%20was%20mass%20destitution,%20which%20we%20would%20not%20accept.%20but%20to%20pay%20for%20it,%20we%20had%20to%20take%20on%20debt,%20precipitated%20by%20massive%20reduction%20in%20government%20revenue.%20%20we%20need%20a%20more%20innovative%20framework%20for%20development%20finance%20that%20recognises%20the%20unique%20needs%20of%20sids%20(small%20island%20developing%20states).%20and%20we%20must%20adopt%20a%20more%20sophisticated%20framework%20of%20assessing%20debt%20sustainability%20that%20incorporates%20the%20urgency%20of%20building%20resilience%20and%20breaks%20free%20of%20the%20norms%20of%20the%2020th%20century.%20%20this%20pandemic%20has%20been%20a%20painful%20lesson%20about%20where%20unilateral%20action%20can%20lead%20and%20where%20our%20multilateral%20institutions%20are%20unwilling%20to%20go.%20we%20must%20find%20new%20frontiers%20of%20co-operation%20if%20we%20stand%20any%20chance%20of%20averting%20future%20pandemics%E2%80%94or%20staving%20off%20the%20worst%20of%20climate%20change.%20if%20small%20states%20are%20to%20build%20back%20greener,%20bluer,%20and%20better,%20we%20will%20need%20an%20equal%20voice%20about%20and%20vote%20on%20decisions%20that%20determine%20our%20future.%20small%20states%20need%20our%20interests%20heard,%20understood,%20and%20acted%20upon.%20%20despite%20all%20the%20talk%20we%20hear%20of%20saving%20the%20planet,%20the%20world%E2%80%99s%20collective%20commitments%20are%20paltry.%20akin%20to%20spitting%20into%20the%20strengthening%20winds%20of%20climate-fuelled%20super-storms.%20%20the%20climate%20is%20on%20track%20for%202.7%20degrees%20celsius%20of%20global%20warming,%20which%20would%20ensure%20the%20loss%20of%20entire%20low-lying%20nations%20in%20the%20pacific%20and%20huge%20chunks%20of%20global%20coastlines.%20it%20guarantees%20frequent%20devastation%20from%20floods,%20cyclones,%20coastal%20inundations,%20and%20wildfires.%20it%20spells%20climate-driven%20conflict,%20mass%20migration,%20and%20the%20collapse%20of%20food%20systems%20and%20ecosystems.%20it%20is%20appalling.%20it%20is%20unimaginable.%20but%20it%20is%20where%20we%20are%20headed.%20%20since%20march%202020,%20fiji%20has%20experienced%20three%20cyclones%E2%80%94two%20of%20which%20approached%20category%20five%20intensity.%20fijians%20are%20strong%20people.%20we%20endured%20much,%20and%20we%20will%20endure%20more%20still.%20but%20i%20am%20tired%20of%20applauding%20my%20people%E2%80%99s%20resilience.%20true%20resilience%20is%20not%20just%20defined%20by%20a%20nation%E2%80%99s%20grit%20but%20by%20our%20access%20to%20financial%20resources.%20%20today,%20sids%20are%20able%20to%20access%20less%20than%202%20per%20cent%20of%20the%20available%20climate%20finance.%20to%20build%20a%20truly%20resilient%20fiji,%20we%20need%20access%20to%20fast-deploying%20targeted%20grants,%20long-term%20concessionary%20financing%20and%20financial%20tools%20and%20instruments%20established%20through%20public-private%20collaboration%20and%20partnership.%20%20the%20fijian%20economy%20depends%20on%20a%20healthy%20ocean%20and%20so%20we%20are%20taking%20bold%20strides%20to%20reverse%20its%20current%20decline.%20we%20have%20committed%20to%20100%20per%20cent%20sustainable%20management%20of%20eez%20(exclusive%20economic%20zone)%20and%2030%20per%20cent%20declared%20as%20marine%20protected%20areas%20by%202030.%20we%20are%20expanding%20investments%20in%20sustainable%20aquaculture,%20seaweed%20farming,%20and%20high-value%20processed%20fish.%20%20but%20we%20cannot%20do%20this%20alone.%20we%20look%20to%20the%20global%20system%20to%20stop%20illegal,%20unreported,%20and%20unregulated%20fishing.%20we%20look%20to%20un%20member%20states%20to%20agree%20to%20a%20new%20treaty%20to%20preserve%20marine%20in%20waters%20beyond%20national%20jurisdictions.%20%20in%20one%20month,%20we%20meet%20in%20scotland%20for%20a%20hugely%20consequential%20cop.%20the%20pacific%E2%80%99s%20mission%20in%20glasgow%20is%20clear:%20we%20must%20keep%20the%201.5%20target%20alive.%20%20This%20demands%20drastic%20emissions%20cuts%20by%202030%20that%20put%20large%20nations%20on%20a%20path%20towards%20net-zero%20emissions%20before%202050.%20%20Leaders%20who%20cannot%20summon%20the%20courage%20to%20unveil%20these%20commitments%20and%20policy%20packages%20at%20COP26%20should%20not%20bother%20booking%20a%20flight%20to%20Glasgow.%20Instead,%20they%E2%80%94and%20the%20selfish%20interests%20they%20stand%20for%E2%80%94should%20face%20consequences%20that%20match%20the%20severity%20of%20what%20they%20are%20unleashing%20on%20our%20planet.%20%20We%20do%20not%20tolerate%20war%20between%20States.%20So,%20how%20can%20we%20tolerate%20war%20waged%20against%20the%20planet,%20on%20the%20life%20it%20sustains,%20and%20on%20future%20generations\/?%20That%20is%20the%20firm%20red%20line%20Pacific%20nations%20will%20draw%20in%20Glasgow.%20We%20are%20demanding%20net-zero%20emissions%20and%20accepting%20zero%20excuses.%20%20At%20COP26,%20the%20global%20north%20must%20finally%20deliver%20on%20$100%20Billion%20per%20year%20in%20climate%20finance%20and%20agree%20to%20a%20pathway%20to%20increase%20financing%20commitments%20to%20at%20least%20$750%20Billion%20per%20year%20from%202025%20forward.%20%20If%20we%20can%20spend%20trillions%20on%20missiles,%20drones,%20and%20submarines,%20we%20can%20fund%20climate%20action.%20It%20is%20criminal%20that%20vulnerable%20Pacific%20Small%20Island%20Developing%20States%20can%20access%20a%20mere%200.05%%20of%20the%20climate%20finance%20currently%20available%20to%20protect%20ourselves%20from%20an%20existential%20crisis%20we%20did%20not%20cause.%20%20These%20are%20the%20challenges%20we%20face,%20and%20we%20must%20find%20the%20courage%20to%20face%20them%20squarely.%20The%20consequences%20of%20not%20doing%20so%20are%20simply%20unthinkable.%20[IDN-InDepthNews%20%E2%80%94%2028%20September%202021]%20%20Photo:%20Prime%20Minister%20of%20Fiji%20addressing%20the%20UN%20General%20Asse\">\u00a0<\/a><a
