{"id":5347,"date":"2022-09-26T02:41:00","date_gmt":"2022-09-25T17:41:00","guid":{"rendered":"https:\/\/inpsjapan.com\/en\/?p=5347"},"modified":"2023-12-22T02:45:58","modified_gmt":"2023-12-21T17:45:58","slug":"un-development-goals-can-be-best-achieved-with-civil-society-participation","status":"publish","type":"post","link":"https:\/\/inpsjapan.com\/en\/sdgs-2\/un-development-goals-can-be-best-achieved-with-civil-society-participation\/","title":{"rendered":"UN Development Goals Can be Best Achieved with Civil Society Participation"},"content":{"rendered":"\n<p>By Thalif Deen<\/p>\n\n\n\n<p>UNITED NATIONS (IDN) \u2014 A coalition of over 1,000 civil society organizations (CSOs) from 127 countries, under the umbrella of the Global People\u2019s Assembly (GPA), has declared that the UN\u2019s 17 Sustainable Development Goals (SDGs) can be best achieved\u2014and on its 2030 deadline\u2014only with the active participation of civil society.<\/p>\n\n\n\n<p>\u201cSeven years after the adoption of the Sustainable Development Goals\u2014almost halfway to the 2030 deadline\u2014the visionary promise of social justice and a rights-based, equitable and ecologically just world for all appears to be a distant dream,\u201d warns the coalition.<\/p>\n\n\n\n<p>The GPA, in an appeal, has called upon world leaders to take \u201cbold and transformative steps to address the current unjust, unequal and extractive system\u201d.<\/p>\n\n\n\n<p><a href=\"https:\/\/email.email-springly.org\/c\/eJwdTstqxSAU_Jq4Mxg1PhYuLpR221846kkieFWipdy_r7cwzANmYNBtSgkrdiM1iU6xDeRBkovIN-6D2TRKsZnIomF-lwaCsoGJfZEMn5Ay7e1O5cyvtd4nuRxGs3vJ9KGktocNmoMRnFkQVoGWlmR3jdEW8Vj458QZoK1nrh7yTL-NhloGljHDT8sVYp-OM86nMDvpA0OGG0aqhX797-g31pax00fv-PT5Rd_9tcWD3G5ckNMREct8nFp_3_wD54JK8Q\">A Declaration<\/a>&nbsp;developed with inputs from over 30 national and regional people\u2019s assemblies was adopted at the&nbsp;<a href=\"https:\/\/email.email-springly.org\/c\/eJwtjsuKxCAURL8m2Rl8xyxc9KZn279wozdGMFHUZui_H2cYKKg6i4KDlmktNqGMXGdvNWUgjzlaj5zx3Rm2ohTMeOoN3ZU04PTmqFCTpHhBTKSVGu-QPkuuYT4tUACj1u1YwVBgfheea6ZWzg7NnZNzsmfvZRKPiT9HgoOyhJR3SIO-C3H57nj3Ae-SMvg2Fqecj6Lb_yZffwfywlwSNvJoDa89fcir5lDhupCwpfhjrrafkOLhEe9hHEv71fwB9FlK-w\">three-day Global People\u2019s Assembly<\/a>&nbsp;on September 20-22\u2014and organised by<a href=\"https:\/\/email.email-springly.org\/c\/eJwVjTEOwyAMAF8TtkYGOwQGhi79hwFDkGiKkiz9fVPpllvuJGhr0ePiaFU5WNBMRbWQxWgTk9OrEGqXITuICzlO1ifAZSKQN7f-OMfR9tq_8-eoagseyDktGIHtaoxQ1MVbiVAwJuSsetiua0z4nMzrpiYec-2fyP02dYRr495KFtnvRRvnv_sDDaIxMQ\">&nbsp;Global Call to Action Against Poverty<\/a>&nbsp;(GCAP) and allies during the 77th session of the UN General Assembly currently underway.<\/p>\n\n\n\n<p>Andreas Bummel, Executive Director,&nbsp;<a href=\"https:\/\/www.democracywithoutborders.org\/\">Democracy Without Borders,<\/a>&nbsp;told IDN the Global People\u2019s Assembly rightfully expresses grave concern over the implementation of Agenda 2030 and the SDGs.<\/p>\n\n\n\n<p>The latest&nbsp;<a href=\"https:\/\/hdr.undp.org\/content\/human-development-report-2021-22\">Human Development Report<\/a>, for the first time since it was launched three decades ago, measured a decline in 90 per cent of countries in two years in a row.<\/p>\n\n\n\n<p>The Assembly, he pointed out, has come up with 25 key demands across nine thematic fields. \u201cThis is a time where minorities, civil society and democratic rights are under attack in many countries.\u201d<\/p>\n\n\n\n<p>But if the SDGs are to be achieved, he argued, democracy, human rights, equality and participation need to be strengthened significantly.<\/p>\n\n\n\n<p>\u201cFor me, the call for global democracy and a robust civic space is the key message of the people\u2019s assembly. What is more, the aspiration of Agenda 2030 to achieve more effective, inclusive and accountable institutions must expand to the UN.\u201d<\/p>\n\n\n\n<p>Bummel said the Assembly\u2019s call for a UN Parliamentary Assembly and a participatory World Citizens\u2019 Initiative are very important to make the UN more democratic.<\/p>\n\n\n\n<p>Elaborating further, he said, \u201cThe Global People\u2019s Assembly creates an important space for alternative views and voices to be raised while heads of state meet in New York. Those gathered in the assembly believe that the UN cannot remain an exclusive club of governments. The people, civil society, and elected representatives need to be included.<\/p>\n\n\n\n<p>\u201cThe time to act is now,\u201d said the group, which calls for a shared political and economic power equally between the global north and global south, for global democracy and a robust civic space.<\/p>\n\n\n\n<p>\u201cWe have attempted to galvanise the voices of the most marginalised communities in the people\u2019s assemblies organised at the national, regional and global levels. The global assembly declaration has been prepared in a bottom-up process by taking inputs from the grassroots groups world leaders have to listen to,\u201d says Ingo Ritz, Director of Global Call to Action Against Poverty (GCAP).<\/p>\n\n\n\n<p>The Global People\u2019s Assembly is calling for decision-makers to link the needs of future generations to present priorities, including the 2030 Agenda for Sustainable Development, to end militarism and to&nbsp;act on the climate crisis, with a strategy founded on human rights principles and intergenerational equity, essential to preserve the interests of present and future generations.<\/p>\n\n\n\n<p>\u201cIn order to achieve global justice, we must achieve climate justice, and in order to achieve climate justice, we must \u2018Stop Ecocide\u2019.<\/p>\n\n\n\n<p>Ecocide is a crime against my generation and against humanity. Centring my generation in the fight for global justice is key, because it\u2019s our future that we\u2019re shaping,\u201d says Emma Buretta of Fridays For Future, who will be joined by thousands in the streets of New York city for the upcoming climate strike.<\/p>\n\n\n\n<p>In a recent statement, GPA says the Declaration places a special emphasis on the current human rights challenges across the globe and calls for world leaders to guarantee the fundamental freedoms of peaceful assembly, association, and expression and uphold the rights of all to participate fully in economic and civic life.&nbsp;<\/p>\n\n\n\n<p>\u201cCivic space conditions continue to remain a challenge throughout the world with only 3.1% percept of the global population living in countries where fundamental freedoms are respected and protected.\u201d<\/p>\n\n\n\n<p>Lysa John, Secretary General,&nbsp;<a href=\"https:\/\/email.email-springly.org\/c\/eJwdjcsOwiAQRb-m7GwGGCgsWLjxP3gM7SSoTVtt_HvR5KzuSe6hIK3VXhuHkyjBgoxYBYdCSqqUnZwItXQFioNk0MVsfQZtBgS6R26Xfd34MbfP-NxmsYQJMMYUwYFXPpmKtuoeoOxLQVBetLAcx7oP-jqoW-c8zzHzm_Nr_130RWzhWGLjWogevcPr33wBD1MzFA\">CIVICUS<\/a>, said the SDGs cannot be completely achieved without the participation of those who are affected by them, and such participation can only be realised in an enabling environment.<\/p>\n\n\n\n<p>\u201cIt is critical for civil society to be fully, actively and effectively engaged to accelerate Agenda 2030 commitments.\u201d<\/p>\n\n\n\n<p>Speaking on civic space ahead of the upcoming Presidential elections in Brazil, Athayde Motta, Executive Director of the Brazilian Institute of Social and Economic Analyses (IBASE) and Executive Staff at Abong, says, \u201cBrazilian civil society organisations and social movements have been subject to bureaucratic criminalization processes whose goal is to prevent them from demanding rights for the poorest sectors of Brazilian society\u201d.<\/p>\n\n\n\n<p>\u201cCivic spaces have been completely shut down in Brazil, and citizen\u2019s participation in policy-making and decision-making has been obliterated. The result is clear: less effective social policies and less money for social programs, or, simply put, more poverty.\u201d<\/p>\n\n\n\n<p>Bhakta Biswakarma,&nbsp;<a href=\"https:\/\/email.email-springly.org\/c\/eJwVzTsOwyAQBNDTmC4WsBhDQZEm91hYbJD8ExBZuX2wNN3TzEQntAYLk1EzI6e5QLWw7ChKIX0wYo4KhCFOhvtJGQzaBg7ToHjcMW-vepV8rNtvPMvKkjOIxkoNymspZqIgo_UE2LughAW2udTaNcB7kJ-e-75HrBkJt9xKXlOry1m--zPXmRXXUqeFYjz6Z77qI3-rCTgO\">Asia Dalit Rights Forum<\/a>, said caste-based discrimination and untouchability known as work and descent-based discrimination in UN terms, is \u201ca fundamental root cause of extreme poverty, non-representation, violence, exclusion, slavery, and injustice to Dalits\u201d.<\/p>\n\n\n\n<p>\u201cSuch injustice and inequalities have to be eliminated by implementing national and international laws and policies effectively.\u201d<\/p>\n\n\n\n<p><a href=\"https:\/\/email.email-springly.org\/c\/eJwdTstqxSAU_Jq4Mxg1PhYuLpR221846kkieFWipdy_r7cwzANmYNBtSgkrdiM1iU6xDeRBkovIN-6D2TRKsZnIomF-lwaCsoGJfZEMn5Ay7e1O5cyvtd4nuRxGs3vJ9KGktocNmoMRnFkQVoGWlmR3jdEW8Vj458QZoK1nrh7yTL-NhloGljHDT8sVYp-OM86nMDvpA0OGG0aqhX797-g31pax00fv-PT5Rd_9tcWD3G5ckNMREct8nFp_3_wD54JK8Q\">The Declaration<\/a>&nbsp;also focuses on several main issues, including vaccine equality, democracy and human rights, both online and offline, a gender transformative approach, the need to meet and exceed the Paris Climate Agreement, debt and economic justice\u2014in particular when it comes to financing for development and an accountable global financial system\u2014the need for pacifism, and finally UN reforms ahead of the Summit of the Future in 2024, where no one should be left behind.&nbsp;<\/p>\n\n\n\n<p>\u201cWhile civil society seriously strives for the successful implementation of the SDGs, political and economic systems are failing us.\u201d<\/p>\n\n\n\n<p>Rising food and energy prices, loss of livelihoods, environmental degradation and critical gaps in healthcare\u2014including vaccine inequality and other inequities in the fight against COVID-19\u2014are pushing people to the margins and making our planet uninhabitable.<\/p>\n\n\n\n<p>Urgently, the assembly demands to ensure free and universal access to the COVID vaccine and all tests and treatments, prioritizing the most marginalized countries, going a step beyond the decision of the WTO Ministerial Conference in June 2022 to include&nbsp;<a href=\"https:\/\/email.email-springly.org\/c\/eJwtjs0KwyAQhJ8m3hrWnxg9eOilr1FMdlMtNgnRIn37mlKYwzcDMww5rrW0cjBqZOg0cK8WFh2S4GKaDR9JSW4Q0MA0KONnbWeQQ6eAXj6mS96PuD7Sp9-OBwvOAogF1Iia7IjSDsprQmEkTqimmbPkQil77uS1E7emWmtfy3bWm6M2FXNotFLNd_qDED8sR9zvYJ7vdAZ9KC92uBJ8igsSre1T3PO59AUkukJB\">a full TRIPS waiver of vaccine, test and treatment<\/a>. It is time to hear their voices.\u201d<\/p>\n\n\n\n<p>\u201cThe gap between rhetoric and reality must be closed. Let us finally translate promises into action!
