{"id":5371,"date":"2022-11-03T09:32:00","date_gmt":"2022-11-03T00:32:00","guid":{"rendered":"https:\/\/inpsjapan.com\/en\/?p=5371"},"modified":"2023-12-22T09:36:09","modified_gmt":"2023-12-22T00:36:09","slug":"dismissal-of-population-alarmism-is-rooted-in-pronatalist-ideology","status":"publish","type":"post","link":"https:\/\/inpsjapan.com\/en\/sdgs-2\/dismissal-of-population-alarmism-is-rooted-in-pronatalist-ideology\/","title":{"rendered":"Dismissal of \u201cPopulation Alarmism\u201d is Rooted in Pronatalist Ideology"},"content":{"rendered":"\n<p>Viewpoint by Nandita Bajaj*<\/p>\n\n\n\n<p>ST PAUL, Minnesota (IDN) \u2014 As the global population fast approaches 8 billion, United Nations Population Fund (<a href=\"https:\/\/www.unfpa.org\/\">UNFPA<\/a>) Executive Director Dr Natalia Kanem&nbsp;<a href=\"https:\/\/www.theguardian.com\/global-development\/2022\/oct\/18\/global-population-growth-8-billion-unfdp-united-nations-warning-alarmism\">wants us to avoid what she calls \u201cpopulation alarmism.\u201d<\/a>&nbsp;A fearless advocate for reproductive rights, Dr Kanem, has rightfully noted that reproductive coercion, whether in an effort to limit births or to promote them, is an egregious violation of individual rights.<\/p>\n\n\n\n<p>But in her effort to dampen alarm about population growth, Dr Kanem dismisses the mounting environmental harm resulting from that growth. She also dismisses the pronatalism that drives it and its dire consequences for human rights. Although she notes the existence of policies designed to accelerate population growth, Dr Kanem fails to acknowledge the pronatalist ideology at their heart and how it undermines reproductive choice.<\/p>\n\n\n\n<p>Pronatalism is the social bias towards having children, which results in unrelenting pressures experienced primarily by women. In fact, it is a globally pervasive form of&nbsp;<a href=\"https:\/\/msmagazine.com\/2022\/06\/07\/abortion-bans-coercive-pronatalism-forced-birth\/\">reproductive coercion,&nbsp;<\/a>reducing people to reproductive vessels for external agendas. In addition to being a source of reproductive injustice, it fuels population growth and has propelled the global population toward the 8 billion milestone.<\/p>\n\n\n\n<p>Pronatalist pressures, overt and subtle, are driven by social, cultural, political, economic, religious, and nationalistic agendas.<\/p>\n\n\n\n<p>Some of the most intense pressures to bear children&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=NSYD1YBwgHo\">come from family<\/a>, where if a woman is unable or unwilling to bear children, she can be disowned, victimized by domestic violence, divorced, socially stigmatized, and economically marginalized.<\/p>\n\n\n\n<p>Religious pronatalism is imposed through scriptural commandments to \u201cbe fruitful and multiply,\u201d through stigmatizing&nbsp;<a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-amplify-pope-franciss-criticism-of-childless-couples-hurts-parents-and\/\">childfree and childless people<\/a>, and through restricting and spreading&nbsp;<a href=\"https:\/\/www.theguardian.com\/global-development\/2022\/mar\/30\/contraception-myths-mean-nearly-half-of-pregnancies-worldwide-unintended-report?fbclid=IwAR1btXc1GSSzlT2ACelbvgmP6t1AdSEdpsfNeu63_-SxGnOljkKSIJi744w\">misinformation<\/a>&nbsp;about&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/2020\/jun\/15\/iran-bans-vasectomies-and-contraceptives-to-improve-birth-rate\">contraception<\/a>,&nbsp;<a href=\"https:\/\/emerging-europe.com\/news\/a-dark-day-as-poland-rolls-back-reproductive-rights\/\">abortion<\/a>, and family planning services.<\/p>\n\n\n\n<p>Political pronatalist pressure is related to&nbsp;<a href=\"https:\/\/www.spectator.co.uk\/article\/a-baby-boom-won-t-solve-britain-s-labour-shortage\">wanting more taxpayers<\/a>, or to&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/2022\/oct\/04\/taiwan-military-recruitment-low-birthrate-chinese-invasion-threat\">grow the military<\/a>, or pursuing&nbsp;<a href=\"https:\/\/www.rollingstone.com\/politics\/politics-features\/far-right-network-attacks-lgbtq-abortion-rights-1234587997\/\">nationalistic<\/a>,&nbsp;<a href=\"https:\/\/www.theguardian.com\/global-development\/2022\/may\/30\/the-truth-behind-indian-extremists-anti-muslim-great-replacement-theory\">ethnocentric<\/a>, or&nbsp;<a href=\"https:\/\/www.france24.com\/en\/20190210-viktor-orban-anti-immigration-hungary-pm-mothers-four-more-life-tax-exemption-populist\">xenophobic<\/a>&nbsp;ends. These political motives result in&nbsp;<a href=\"https:\/\/www1.cbn.com\/cbnnews\/world\/2022\/february\/china-caused-a-baby-bust-with-forced-abortions-now-forced-pregnancy-is-in-the-future-of-chinese-women\">abortion and contraceptive bans<\/a>,&nbsp;<a href=\"https:\/\/www.mygc.com.au\/australias-low-birth-rates-prompts-calls-for-return-of-baby-bonus\/\">baby bonuses<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.cnn.com\/2022\/08\/18\/europe\/putin-mother-heroine-award-decree-intl\/index.html\">incentives for large families<\/a>, and&nbsp;<a href=\"https:\/\/www.theguardian.com\/commentisfree\/2021\/jul\/31\/fox-news-jd-vance-childless-left-week-in-patriarchy\">stigmatizing non-traditional life choices<\/a>.<\/p>\n\n\n\n<p>Economic pronatalist pressures show up in baby-bust alarmist narratives like the \u201c<a href=\"https:\/\/www.forbes.com\/sites\/franklavin\/2022\/10\/12\/chinas-demographics-it-gets-worse\/?sh=478ab53f31d1\">ageing crisis<\/a>\u201d myth propagated by business elites&nbsp;<a href=\"https:\/\/www.cnn.com\/2022\/08\/30\/health\/elon-musk-population-collapse-wellness\/index.html\">like Elon Musk<\/a>, economists, pundits, politicians, and even UNFPA.<\/p>\n\n\n\n<p>In fact, pronatalism is integral to our current growth-based economic system, which relies on constant population growth to supply new consumers continually.&nbsp;<a href=\"https:\/\/www.forbes.com\/sites\/jeffmcmahon\/2019\/04\/05\/the-world-economy-is-a-pyramid-scheme-steven-chu-says\/?sh=2d0620e44f17\">Nobel laureate Steven Chu<\/a>&nbsp;appropriately called it a \u201c<a href=\"https:\/\/www.forbes.com\/sites\/jeffmcmahon\/2019\/04\/05\/the-world-economy-is-a-pyramid-scheme-steven-chu-says\/?sh=2d0620e44f17\">pyramid scheme<\/a>.\u201d<\/p>\n\n\n\n<p>This scheme is driving cascading ecological crises and mounting human suffering that will only increase as climate change, and biodiversity loss accelerate. Due to the climate crisis, children born today and in the future will live \u201c<a href=\"https:\/\/www.carbonbrief.org\/todays-youth-will-face-unmatched-climate-extremes-compared-to-older-generations?fbclid=IwAR0agYyFGqcF5q826w8bzlY8JgFBuBwAWO_qPzfV5q8wy6lUktBcNF8-J34\">an unprecedented life,\u201d<\/a>&nbsp;facing many times more extreme climate-related events than previous generations.<\/p>\n\n\n\n<p>According to the<a href=\"https:\/\/www.theguardian.com\/environment\/2021\/aug\/20\/a-billion-children-at-extreme-risk-from-climate-impacts-unicef\">&nbsp;most recent report from UNICEF<\/a>, almost half the world\u2019s 2.2 billion children are already at \u201cextremely high risk\u201d from pollution and the impacts of climate change, which include massive&nbsp;<a href=\"https:\/\/www.weforum.org\/agenda\/2022\/10\/climate-change-is-fuelling-the-global-hunger-crisis-innovation-could-be-the-answer\/\">food insecurity<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/peoplesdispatch.org\/2022\/10\/18\/in-bangladesh-concerns-mount-over-mass-displacement-and-climate-change\/\">loss of land area to flooding and sea level rise<\/a>.<\/p>\n\n\n\n<p>Family, religious, political, and economic pronatalist pressures have become so internalized and normalized in the policy sphere that the reproductive \u201cchoice\u201d UNFPA champions today barely has any meaning for most people around the world. Billions have little choice but to keep having more children.<\/p>\n\n\n\n<p>In fact, social and institutional pressures that would force more childbearing are&nbsp;<a href=\"https:\/\/www.refinery29.com\/en-gb\/what-is-pronatalism\">far stronger today<\/a>&nbsp;than any impetus for family planning or concerns about population growth. Pronatalism is at the heart of unchecked population growth, which is occurring on the backs of those with the least personal or reproductive autonomy, who are most vulnerable to coercion.<\/p>\n\n\n\n<p>In the past, reprehensible abuses such as forced sterilizations and other human rights violations were committed in the name of population control. But today, coercive pronatalism is the analogous threat. It\u2019s a more prevalent, pervasive, and equally egregious form of population and reproductive control. It\u2019s just being used toward the opposite end.<\/p>\n\n\n\n<p>At their heart, arguments that population growth need not be feared are stemming from a place of paternalism and, ultimately, of human supremacy. They ignore the&nbsp;<a href=\"https:\/\/www.populationbalance.org\/episode-79-eileen-crist\">anthropogenic mass extinction event<\/a>&nbsp;unfolding today and the destruction of planetary systems from human expansionism.<\/p>\n\n\n\n<p>As we approach the milestone of 8 billion human beings on the planet, more than&nbsp;<a href=\"https:\/\/insideclimatenews.org\/news\/27042022\/agriculture-land-report\/\">70% of the Earth\u2019s land surface<\/a>&nbsp;has been altered by human activity. At least&nbsp;<a href=\"https:\/\/www.un.org\/sustainabledevelopment\/blog\/2019\/05\/nature-decline-unprecedented-report\/\">one million species<\/a>&nbsp;are facing extinction, and of the&nbsp;mammalian&nbsp;biomass on Earth today,&nbsp;<a href=\"https:\/\/www.theguardian.com\/environment\/2018\/may\/21\/human-race-just-001-of-all-life-but-has-destroyed-over-80-of-wild-mammals-study\">96%&nbsp;<\/a>is composed of humans and the livestock we keep.<\/p>\n\n\n\n<p>This hardly seems the appropriate time to dismiss \u201cpopulation alarmism.\u201d On the contrary, it\u2019s time to confront the pernicious influence of pronatalism on population growth, human rights, and the planet.<\/p>\n\n\n\n<p>That\u2019s why the upcoming&nbsp;<a href=\"https:\/\/icfp2022.org\/ICFPLive\/\">International Conference on Family Planning in Thailand<\/a>&nbsp;will shine a light on pronatalism and its impacts on population growth and social, reproductive, and ecological justice.
