UNHQ, New York<\/em>: <\/strong>The humanitarian catastrophe in Sudan has reached a horrifying new low following reports of mass killings, attacks on hospitals, and widespread displacement after the Rapid Support Forces (RSF) seized control of El Fasher<\/strong>, the capital of North Darfur.<\/h5>\n\n\n\n

The United Nations condemned what it called \u201ccontinuing violations of international humanitarian law\u201d<\/strong> amid verified atrocities and mounting evidence of targeted civilian killings.<\/p>\n\n\n

UN Spokesperson St\u00e9phane Dujarric<\/strong> said the Organization was \u201chorrified by reports of the tragic killing of more than 460 people, both patients and their companions, at the Saudi Maternity Hospital in El Fasher.\u201d<\/em><\/p>\n\n\n\n

He added that the attack followed a series of assaults and abductions of health workers, marking one of the darkest chapters since the conflict erupted in April 2023<\/strong>.<\/p>\n\n\n\n

According to the World Health Organization (WHO)<\/strong>, at least 185 attacks on health care facilities<\/strong> have been verified, resulting in over 1,200 deaths and 416 injuries<\/strong> among health workers and patients. Nearly 1,000 people were killed in 49 such incidents this year alone.<\/strong><\/p>\n\n\n\n

Displacement and Desperation<\/strong><\/p>\n\n\n\n

The International Organization for Migration (IOM)<\/strong> reported that more than 36,000 people fled El Fasher<\/strong> between Sunday and Tuesday, seeking refuge in nearby localities such as Kebkabiya, Melit, and Tawila<\/strong>.<\/p>\n\n\n\n

Many are living in the open with no shelter or sanitation. Reports indicate that women and girls are at heightened risk of sexual violence and abuse.<\/strong><\/p>\n\n\n\n

Thousands of people, including the elderly, injured, and disabled, remain trapped in the city, unable to flee due to insecurity and the lack of transportation.<\/p>\n\n\n

UN Emergency Relief Coordinator Tom Fletcher<\/strong> announced an additional $20 million allocation<\/strong> from the UN Central Emergency Response Fund (CERF)<\/strong> to support humanitarian efforts in Darfur and the Kordofan region. This adds to $27 million<\/strong> already released earlier this year.<\/p>\n\n\n\n

Still, Dujarric warned: \u201cCivilians, humanitarian workers and medical personnel must always be protected.\u201d<\/em><\/p>\n\n\n\n

\u00a0\u00a0Expulsion of WFP Officials<\/strong><\/p>\n\n\n\n

Compounding the crisis, Sudan\u2019s Ministry of Foreign Affairs expelled two senior World Food Program (WFP)<\/strong> officials \u2014 the Country Director and Emergency Coordinator \u2014 without explanation.<\/p>\n\n\n\n

Dujarric called the move \u201cdeeply troubling,\u201d<\/em> noting that it comes at a time when over 24 million Sudanese face acute food insecurity<\/strong> and many communities are \u201cimpacted by famine.\u201d<\/strong><\/p>\n\n\n\n

Human Rights Watch: \u2018Mass Atrocities\u2019 and Ethnic Targeting<\/strong><\/p>\n\n\n\n

A separate investigation by Human Rights Watch (HRW)<\/strong> described \u201crampant abuse of fleeing civilians\u201d<\/strong> by the RSF following its capture of El Fasher on October 26.<\/p>\n\n\n\n

Verified videos show RSF fighters executing civilians, celebrating over bodies, and mocking the wounded.<\/strong> HRW said the footage bears \u201cthe hallmarks of the Rapid Support Forces\u2019 record of mass atrocities.\u201d<\/em><\/p>\n\n\n\n

\u201cThe horrific images from El Fasher bear the hallmarks of the RSF\u2019s record of mass atrocities,\u201d said Federico Borello<\/strong>, HRW\u2019s interim executive director. \u201cIf the world doesn\u2019t act urgently, civilians will bear the full brunt of more heinous crimes.\u201d<\/p>\n\n\n\n

HRW has previously documented mass executions, ethnic targeting, and crimes against humanity<\/strong> committed by the RSF in West Darfur<\/strong>, noting that these actions may amount to genocide<\/strong> against the Massalit<\/strong> and other non-Arab communities.<\/p>\n\n\n\n

Mounting Calls for Action<\/strong><\/p>\n\n\n\n

UN High Commissioner for Human Rights Volker T\u00fcrk<\/strong> warned that the \u201crisk of further large-scale, ethnically motivated violations and atrocities in El Fasher is mounting by the day.\u201d<\/em><\/p>\n\n\n

HRW urged the UN Security Council<\/strong> to impose targeted sanctions<\/strong> on RSF leader Mohamed Hamdan Dagalo (\u201cHemedti\u201d)<\/strong> and his deputy Abdel Raheem Hamdan Dagalo<\/strong>, and called on the United Arab Emirates<\/strong> \u2014 alleged to be the RSF\u2019s principal backer \u2014 to pressure the group to halt its attacks on civilians.<\/p>\n\n\n\n

Investigations by HRW and independent journalists have revealed UAE-linked arms transfers<\/strong> and the presence of foreign mercenaries<\/strong>, including Spanish-speaking fighters from Latin America<\/strong>, operating alongside RSF units in Darfur.<\/p>\n\n\n\n

A Crisis Without End<\/strong><\/p>\n\n\n\n

The conflict in Sudan, now in its 19th month<\/strong>, has displaced millions and triggered one of the world\u2019s worst humanitarian crises. Entire regions are teetering on the brink of famine.<\/p>\n\n\n\n

Despite repeated international appeals for a ceasefire, the RSF continues to defy Security Council resolutions<\/strong>, expanding its control across Darfur while government forces retreat.<\/p>\n\n\n\n

As Dujarric concluded grimly from UN Headquarters:<\/p>\n\n\n\n

\u201cHumanitarian needs in Sudan have never been greater \u2014 unprecedented hunger, unprecedented insecurity, and unprecedented suffering.\u201d<\/em><\/p>\n\n\n\n
