INPS Japanの浅霧勝浩理事長・マルチメディアディレクターは、ドイツから合流したラメシュ・ジャウラIDN編集長とともに、国際原子力機関（IAEA）がカザフスタン東部のウストカメノゴルスク（オスケメン）に設置した低濃縮ウラン（LEU）備蓄バンクと、その運営主体であるウルバ冶金工場を視察する国際プレスツアーに参加し、取材とドキュメンタリー制作を行った。翌日には、首都アスタナとLEU備蓄バンクを衛星回線で結んで開かれた開設式も取材した。式典は、天野之弥IAEA事務局長とヌルスルタン・ナザルバエフ大統領の共催で行われた。本映像は、開設式後の記者会見の模様を収めたものである。
低濃縮ウラン（LEU）バンクは、ウラン濃縮能力を持たない国々に対し、安定した核燃料供給を確保することで、核不拡散条約（NPT）が加盟国に認める「原子力の平和利用」の権利を保障するとともに、核不拡散体制の強化に資することを目的としている。
Katsuhiro Asagiri, Chairman and Multimedia Director of INPS Japan, joined Ramesh Jaura, Editor-in-Chief of IDN, who came from Germany, on an international press tour to visit the Low Enriched Uranium (LEU) Bank established by the International Atomic Energy Agency (IAEA) in Ust-Kamenogorsk (Oskemen), eastern Kazakhstan, and the Ulba Metallurgical Plant, which operates the facility. They conducted reporting and produced a documentary during the tour. The following day, they also covered the inauguration ceremony, which was held via a satellite link connecting the LEU Bank with the capital, Astana. The ceremony was co-hosted by IAEA Director General Yukiya Amano and President Nursultan Nazarbayev. This video captures the press conference held after the inauguration ceremony.
