INPS Japanの浅霧勝浩理事長・マルチメディアディレクターは、ドイツから合流したラメシュ・ジャウラIDN編集長とともに、国際原子力機関（IAEA）がカザフスタン東部のウストカメノゴルスク（オスケメン）に設置した低濃縮ウラン（LEU）備蓄バンクと、その運営主体であるウルバ冶金工場を視察する国際プレスツアーに参加し、取材とドキュメンタリー制作を行った。翌日には、首都アスタナとLEU備蓄バンクを衛星回線で結んで開かれた開設式も取材した。式典は、天野之弥IAEA事務局長とヌルスルタン・ナザルバエフ大統領の共催で行われた。
低濃縮ウラン（LEU）バンクは、ウラン濃縮能力を持たない国々に安定した核燃料供給を確保することで、核不拡散条約（NPT）が加盟国に認める「原子力の平和利用」を保障するとともに、核不拡散体制の強化に資することを目的としている。
Katsuhiro Asagiri, Chairman and Multimedia Director of INPS Japan, joined Ramesh Jaura, Editor-in-Chief of IDN, who came from Germany, on an international press tour to visit the Low Enriched Uranium (LEU) Bank established by the International Atomic Energy Agency (IAEA) in Ust-Kamenogorsk (Oskemen) in eastern Kazakhstan, as well as the Ulba Metallurgical Plant, which operates the facility. During the tour, they conducted reporting and produced a documentary. The following day, they also covered the inauguration ceremony, which was held through a satellite link connecting the LEU Bank with the capital, Astana. The ceremony was co-hosted by IAEA Director General Yukiya Amano and President Nursultan Nazarbayev.
The Low Enriched Uranium (LEU) Bank is intended to help strengthen nuclear non-proliferation while ensuring the right to the peaceful use of nuclear energy, as recognized for member states under the Nuclear Non-Proliferation Treaty (NPT), by providing countries without uranium enrichment capabilities with assured access to a stable supply of nuclear fuel.
