エジプトで開かれた国連気候変動枠組条約第２７回締約国会議（ＣＯＰ２７）は１１月２０日、気象災害など気候変動によって引き起こされる「損失と損害」で甚大な被害を受けた途上国支援のための基金を設立することに合意して閉幕した。
「損失と損害」を巡る議論は、バヌアツなど島嶼国連合が提唱して以来、３０年以上に亘って途上国が繰り返し被害への支援を求めてきたが、現在の地球温暖化を引き起こした「責任」の議論を回避したい先進国が法的責任や賠償などにつながりかねないと議論自体避けようとし、根深い対立が続いてきた。
COP２７でも当初、先進国側は、損害の補償を要求するような枠組みには応じられないとの姿勢だったが、会議の終盤で歩み寄り基金創設に合意した。ただし、基金に関する具体的な決定の多くは来年に持ち越され、「移行委員会」が「財源の特定と拡大」を勧告し来年アラブ首長国連邦（UAE）で開催されるＣＯＰ２８での採択を目指すことになる。
