こうした批判は今回が初めてではない。「説明責任・一貫性・透明性(ACT)」連合に属する中小規模国グループは、すでに「ジェノサイド、人道に対する罪、戦争犯罪への対応に関する安全保障理事会の行動規範(Code of Conduct)」を提案しており、R2P公式サイトによれば、この規範は「大量虐殺の防止・阻止を目的とする信頼性ある決議案に対し、安全保障理事会のすべてのメンバー(常任・非常任を問わず)が反対票を投じることを控えるよう求めている」。2022年時点で、121カ国と2つのオブザーバーがこれに署名している。
